To run applications developed in C# you must make sure that you have the .NET Frameworks properly installed.
If you don´t have it, download it now from Microsoft:
Microsoft .NET Framework Version 2.0 Redistributable Package (x86)
Microsoft .NET Framework Version 3.0 Redistributable Package (x86)
Microsoft .NET Framework Version 3.5 Redistributable Package (x86)
